The final 23-man squad is due on January 10, but Bilal has surprisingly been left out of the preliminary 32-man squad.
It is understood that his hot and cold relationship with coach Shehata has cost him his position, though he is also carrying a minor injury.
The knock was nothing serious, as he was expected to be fit in time and cover for Hossam Mido, who looks set to miss at least a part of the tournament.
Another Al Ahly player, midfielder Mohamed Barakat, has been surprisingly left out.
