The move for the Czech midfielder is widely seen as a way of compensating for the imminent loss of Gilberto to Tottenham.
Skacel has originally joined on loan till the end of the season with Hertha having an option to buy at the end of this period.
"Hertha have long been scouting him at Southampton" his agent Pavel Zika confirmed to Pravo.
"A loan with further option of a permanent move has been agreed and, if nothing special happens, Hertha will count on him in the summer.
"Rudi will be helped with his adaptation by goalkeeper Jaroslav Drobny."
The German capital club have been very active in the January transfer window bringing in striker Rafael, Valeri Domovchiyski, Gojko Kacar and Brian Arguez.
